DESCRIPTION Arapahoe County's Public Works and Development Department is an American Public Works Association Accredited Agency, the first County in Colorado to obtain this status.
Within the Department of Public Works and Development (PWD), we are seeking a Capital Improvement Program (CIP) Manager to lead our CIP team in the Transportation Division.

The salary range for this position is $98,832 to $157,874.
The anticipated hiring range will be around the midpoint of the pay range for well-qualified applicants.

Management of Program Manages the Capital Improvement Program (CIP) for the Department of Public Works and Development.
Plans, coordinates, and monitors the planning and implementation of capital improvement projects.
In coordination with Division Manager, develops CIP budget requests and recommendations and tracks/manages the budget once approved.
Supervises and participates in the development of capital and annual maintenance planning functions.
Studies, recommends, and implements policies, schedules, and standards for CIP functions.
Develops the 5- and 10-year capital improvement plan in conjunction with staff, other Divisions, Transportation Division Manager, and others.
Demonstrates continuous effort to improve operations of the program, streamline work processes, and work cooperatively and efficiently to provide quality customer service.
Conducts construction administration services for assigned projects.
Prepares, reviews, and makes recommendations on the design and preparation of plans, specifications, and cost estimates for various CIP projects, including requests for consultant services and new construction.
Coordinates consultant selection and bidding process with the County's Purchasing section.
Participates in public outreach events and public meetings related to CIP projects.
Considers public feedback in making project-related decisions.
Performs project management of assigned projects, ensuring correct resource allocation.
Coordinates with outside entities for joint project development and implementation including other counties, cities, DRCOG, CDOT, SEMSWA, etc.
Ensures that capital projects are in compliance with County, State, and Federal requirements, as applicable.
Coordinates with Open Spaces and other County Departments on projects where CIP resources are needed, and then coordinates billing and accounting for such projects.
Makes recommendations and presentations to the Board of County Commissioners (BOCC) as needed.
Responds to requests for project-related information from the BOCC or other County divisions/departments.
Leadership/Supervision Supervises a team of five project engineers/project managers.
Performs the full range of supervisory duties for the team, including performance evaluations / performance management, goal setting, coaching and mentoring, training and development, assigning and reviewing work, and appropriately addressing any personnel-related concerns.
Leads by example fostering an inclusive and collaborative work environment and encouraging and inspiring staff to develop, grow, and perform their best.
Develops, monitors, and determines staff workload responsibilities and resource allocations.
Acquires necessary resources for staff to perform functions.
Prepares and reviews work assignments of staff.
Ensures that staff are following adopted policies and guidelines and completing assigned tasks in a timely and accurate manner.
Supports and helps to implement Department and County programs and policies.
Participates in and supports strategic planning, process improvement, and APWA re-accreditation efforts.
SKILLS & ABILITIES:
Knowledge of principles and practices in the areas of civil engineering, transportation planning, construction of public works infrastructure, and planning of long-range capital improvement programs.
Knowledge of modern methods and techniques used in the design and construction of a wide variety of public works/utilities engineering projects.
Knowledge of traffic operation principles.
Ability to plan and organize research studies, analyze complex problems, formulate recommendations, and prepare reports of findings.
Ability to direct and coordinate the work of professional, technical, and administrative staff and consultants.
Ability to communicate effectively, both verbally and in writing.
Ability to make complex decisions and determine a course of action from a variety of alternatives.
Ability to operate standard office equipment and a variety of computer systems and applications.
Ability to develop and give presentations to various audiences and to prepare a variety of written documentation and reports.

Experience:
Bachelor's degree from an accredited college or university with major coursework in civil engineering or a closely related field is required.
Minimum of six (6) years of experience in managing capital programs in civil engineering, architecture, or public works, including at least two years of lead analytical, managerial, or supervisory responsibilities.
Work experience in project design and construction management in a public sector environment is preferred.
Possession of a Certificate of Registration as a Professional Engineer in the State of Colorado or the ability to obtain within six months of employment is required.
An equivalent combination of education and work experience that satisfy the requirements of the job may be considered.
SUPPLEMENTAL INFORMATION Additional Requirements:
Possession of a Colorado Class R driver's license or ability to obtain within two weeks of appointment.
Successful completion of pre-employment background and motor vehicle checks.
Work Environment:
Work is generally confined to a standard office environment, although occasional construction management/observation/inspection will be expected when other inspection resources are not available.
Occasional exposure to hazardous road conditions and weather elements can be expected while in the field.
Physical Demands:
